Actually, you have that in reverse. Our pure water flows down from the high peaks from snow melt and what we do not use trickles down to be collected by your tank craft since your primitive culture has never been able to master the desalting of sea water for anything more than your own salt needs.
The only effective method you Floaters have ever devised for harming the Terraceans is by putting poisoned fish on our hooks and this vile practice was ended by The Treaty of 2049 in which your leaders agreed to be appeased by our yearly tithe of ten virgin girls and eighty goats to be lowered on the first tuesday in February of each year to your waiting boats only to be ravished in your godless “Sea Festival” celebrations. This mutual agreement between us has worked quite well these last ten years accept for one unfortunate incident when we were compelled to haul up one virgin and two goats deemed unacceptable by an entirely too picky Floater high command.
(If we go on like this we might have a sci-fi novel, thanks Boatdog for participating in my bizarre dream)

Send an army of the Giant Lamphreys up the glass slick cliff sides to suck our goats? Build a catapault and heave your own waste up to soil our pristine alpine meadows? When the native Americans had what they called a “Strong Dream” they took it very seriously and had it interpreted by a spiritual guide to learn what it meant for their future.
I had such a dream two weeks ago. In my dream the earth had been divided into two realms, the floating sea people and the people of the raised terraces. In my dream I was a terrace dweller, living on very high cliffs that had no contact with the people who lived on boats in the sea.
I was employed to rescue the poor unfortunates who wandered too close to the cliff side and fell thousands of feet straight down, hopefully being caught in our survival nets so that my team could haul them back up to our world before the evil pirates of the Floaters could snatch them away and enslave them.
I usually forget my dreams when I wake up, but not this one. It was in vivid living color and it seemed so real, so precise and accurate in even the most mundane details.
Abraham Lincoln had a recurring dream for many years that would cause him to wake up in a cold sweat and call out. In his dream he stood at the prow of some conveyance that propelled him at incredibly high speed forward toward some unknown destination, and just before impact he would wake up. Before attending the play, “Our American Cousin” at Fords Theatre he told his wife that the dream had revisited him the previous night but that this time if almost seemed like a pleasant dream and not the usual nightmare.
My intellectual scientific reasoning should dispel any belief in the
supernatural, yet as a kid I was a sleep walker who had many night terrors and dreams of premonition. I was woken up once by my mother who had put me in the shower to snap me out of babbling about how we had to warn the people in the tall building and that they were going to die and should get out before they had to jump to their deaths. (This was in the fall of 1971)
As for scientific reasoning, props to Bosco for walking the talk.
This dude really knows his rocks, and I mean it.

Stream capture, river capture, or stream piracy is a geomorphological phenomenon occurring when a stream or river drainage system or watershed is diverted from its own bed, and flows instead down the bed of a neighbouring stream. This can happen for several reasons, including:

* Tectonic earth movements, where the slope of the land changes, and the stream is tipped out of its former course.
* Natural damming, such as by a landslide or ice sheet.
* Erosion, either
o Headward erosion of one stream valley upwards into another, or
o Lateral erosion of a meander through the higher ground dividing the adjacent streams.
o Within an area of karst topography, where streams may sink, or flow underground (a sinking or losing stream) and then reappear in a nearby stream valley.

The additional water flowing down the capturing stream may accelerate erosion and encourage the development of a canyon (gorge).

The now-dry valley of the original stream is known as a wind gap.
